Submission should capture the information the WISE panel actually uses.

This mock call form now includes the reviewer-facing fields from the handbook flow: scientific case, WISE relevance, sustainability significance, applicant context, deductible time, and the publication limits used in evaluation.

Call for proposals

The applicant form is now closer to a real WISE call rather than a generic proposal shell.

It is still a mock environment, but the submitted fields now align better with how reviewers need to assess merit, feasibility, sustainability, and relevance.

Application form

Draft and submit actions still write to the shared persisted mock-call state.

Current mock-call assumption

Uploads are still represented as filenames. Access control and file storage remain future backend work.

The form is read-only unless the current persona is the applicant.
